COP28 will be the first time governments collectively assess their progress on the Paris Agreement. It may also provide pivotal turning points toward committing to phase out fossil fuels, agreeing to details of a Loss and Damage fund and closing the gap in adaptation finance. SEI’s research experts will be on spot in Dubai, available for comments and analysis.
COP28 might be the most important COP since the Paris Agreement in 2015. Two recently published reports, the Adaptation Gap Report and the Production Gap Report, as well as the Global Stocktake, make it clear that the world’s governments must take bold action in Dubai to keep the goals of the Paris Agreement within reach.
Research clearly shows that fossil fuels need to be phased out, adaptation finance needs to be stepped up and details needs to be agreed for the new Loss and Damage fund. This COP will also test whether governments can put together realistic plans for the energy transition, including commitments to renewables and financial support for lower-income countries.
