Net-zero Modeling in ASEAN

Association of Southeast Asian Nations (ASEAN) Member States are increasingly looking towards net-zero greenhouse gas emissions as early as mid-century. With long-time partners the ASEAN Centre for Energy (ACE), SEI is working to develop a ready-to-use modeling framework to examine which set of measures countries may take to reach their net-zero goals.

To support ACE’s Eighth ASEAN Energy Outlook (AEO8) and to prepare for national net-zero modeling activities in the ASEAN region, SEI developed a net-zero modeling framework built using LEAP and NEMO. The framework consisted of dozens of carefully researched, scalable and commercially-available “net-zero enabling” options for energy-related greenhouse gas emissions from energy production, industry, transport and buildings, implemented within the AEO LEAP model developed by project partners at ACE. In a pilot study, SEI used these options to develop a net-zero scenario for Lao PDR, which was vetted by national stakeholders and by the Lao Ministry of Energy and Mines.
