Speaker bios

Niklas Hagelberg is a Senior Programme Officer at UNEP, where he is the Coordinator of UNEP’s subprogramme on Climate Change.

Annika Flensburg is the Lead Press Officer at SEI. She has worked in sustainable development throughout her career together with NGOs, governments and authorities.

Peter Erickson is a Senior Scientist at SEI. His research focuses on oil and gas economics, markets and emissions.

Lucile Dufour is a Senior Policy Advisor in IISD’s Energy Program. Her work focuses on fossil fuel supply and support, including the impact of Covid-19 recovery responses on the energy transition, fossil fuel subsidy reform and shifting international public finance from fossil fuels to clean energy.

Miquel Muñoz Cabré, PhD is a Senior Scientist at SEI US. His research focuses on aligning national policies with the Paris Agreement and a clean, equitable energy transition.

Harro van Asselt, PhD is Professor of Climate Law and Policy with the University of Eastern Finland Law School, Visiting Research Fellow with the Copernicus Institute of Sustainable Development at Utrecht University, and Affiliated Researcher with the Stockholm Environment Institute.

Andrea Guerrero García works with the UN Secretary-General’s Climate Action Team. She is a climate change and energy transition expert with extensive experience working with developing country governments, international organizations, international cooperation agencies and NGOs, as well as climate change negotiations under the UNFCCC.

Background

Past editions of the Production Gap report have shown that governments across the world plan on extracting fossil fuels at a rate inconsistent with limiting warming to 1.5°C or 2°C.

This is the first comprehensive update of the production gap analysis since our 2019 assessment. The report also contrasts net-zero commitments and fossil fuel production plans and explores how governments worldwide are supporting fossil fuel production through their policies, investments, Covid-19 recovery measures and other mechanisms, as well as how some are beginning to discuss and enact policies towards a managed and equitable transition away from fossil fuel production. This year’s report features individual country profiles for 15 major fossil fuel-producing countries and a special chapter on the role of transparency in helping to address the production gap.

The Production Gap Report is produced by the Stockholm Environment Institute (SEI), the International Institute for Sustainable Development (IISD), ODI, E3G and the UN Environment Programme (UNEP).
