Heidi Tuhkanen is a senior expert at SEI Tallinn.
Since joining SEI in 2008, Heidi has worked on a broad set of sustainable development issues involving governance, decision-making processes, and assessments. Governance related work includes analysis of governance, policies and other policy instruments (including financing), as well as community engagement at the subnational levels to ensure societal wellbeing and equity. Heidi holds a PhD from the University of Helsinki (FI) and MSc degree in Urban Environmental Management from Wageningen University (NL).
Thematic areas of expertise: climate change adaptation (including nature based solutions/green infrastructure), disaster risk reduction & resilience, post-disaster recovery, societal wellbeing, local level and urban sustainability, sustainability and environmental management (systems, indicators, and tools).
