Silvia Ulloa

Silvia Ulloa is a staff scientist in the Energy Modeling program at SEI US. She has expertise in dynamic systems modeling and integrated simulations at the country level. She is interested in the holistic approach to sustainable development issues and addressing the interlinkages between different natural resources. Her main areas of work include the development and application of country-specific quantitative modeling tools and policy analysis in developing countries, mainly focusing on energy and economic systems, energy technologies, climate change mitigation measures, and other sustainable-development-related policy interventions. She also supports capacity development activities to enhance the technical and analytical skills of researchers and policymakers in the use of the Long-range Energy Alternatives Planning System (LEAP).

Silvia joined SEI after working as an international consultant for the Development Policy and Analysis Division of the United Nations Department of Economic and Social Affairs (UNDESA) and the United Nations Development Program (UNDP). Her consultancy work at the United Nations focused on building capacity in the use of quantitative modeling tools to support evidence-based sustainable development policies in Latin American countries. She specialized in the development of integrated modelling of climate, land-use, energy and water strategies (CLEWs). Prior to working with UNDESA, she worked with sustainable agriculture initiatives and as a quality engineer in the medical device industry.

She has a BSc in chemical engineering from the University of Costa Rica and a dual MSc degree in the management and engineering of energy and environment from the Royal Institute of Technology in Stockholm and the Universidad Politécnica de Madrid.
